新时代“枫桥经验”视域下的刑释人员再社会化

摘　　要：新时代“枫桥经验”是极具鲜明时代特色的基层社会治理典范。刑释人员再社会化作为影响基层社会安定的重要因素,其工作开展过程就是基层矛盾化解的过程。当前刑释人员再社会化面临观念、体制、管理、手段等层面的现实梗阻,对此,应以新时代“枫桥经验”为理论指引,探寻刑释人员再社会化的内涵逻辑及作用机制,实现刑释人员再社会化的路径优化:落实以人为本工作理念,实现刑释人员再社会化文化包容;构建依靠群众工作机制,助力刑释人员再社会化制度建构;采取社会协作工作方式,加强刑释人员再社会化协同共治;促进智慧监狱技术发展,完善刑释人员再社会化监督评估。Fengqiao Experience in the new era is a model of grassroots social governance with distinctive characteristics of the times.The re-socialization of released prisoners is an important factor for grassroots social stability,which is to resolve grassroots conflicts.At present,the re-socialization of released prisoners is confronted with the actual barriers in aspects of awareness,institution,management and working methods.Thus,we should learn from Fengqiao Experience in the new era,explore the intensional logic and working mechanism of the re-socialization,and optimize the work process.We should insist on the people-oriented concept and create cultural tolerance to released prisoner.We should form a mechanism relying on the public to construct re-socialization system.We should work with social cooperation and emphasize the collaborative governance of re-socialization.We should promote technological application of smart prison and improve the supervision and evaluation system of re-socialization.
