公共租赁住房用地供给对城市新移民定居意愿的影响

摘  要:以同乡关系为视角,基于2018年全国流动人口卫生计生动态监测调查及超过240万起微观土地交易数据,检验了公共租赁住房用地供给对城市新移民定居意愿的积极作用,以进一步挖掘公共租赁住房建设的积极意义,佐证“加强住房供应保障”的正确性。研究表明,城市公共租赁住房用地面积扩大增加了城市中的同乡数量,并以此提升了城市新移民定居意愿;同乡关系提升城市新移民定居意愿的三个渠道分别是信息沟通、文化适应和群际接触。因此,城市管理者应当扩大城市公共租赁住房用地供给,满足城市新移民多层次住房需求,此外还可以通过推广普通话、保护移民文化、推动文化融合等方式促进城市新移民在本地定居。Based on the survey of the health and family planning dynamic monitoring of Chinese floating population data in 2018 and over 2.4 million micro-land transaction land deals,the paper examines the positive effect of supply for indemnificatory housing land on the residential intention of the new urban immigrants from the perspective of hometown relationship,so as to further explore the positive significance of indemnificatory housing construction and prove the correctness of“strengthening housing supply security”.The results show that,the expansion of indemnificatory housing land increases the number of urban immigrants,and thus improves the residential intention of them.The three channels through which new immigrants’residential intention can be improved by the hometown relationship are:information communication,cultural adaptation and intergroup contact.Therefore,urban managers should expand the supply of indemnificatory housing land to meet the multi-level housing needs of new urban immigrants,and accumulate the new urban immigrants residing by promoting mandarin,protecting immigrant culture and promoting cultural integration.
