新用地政策要求下对水利线性项目建设选址的分析

摘　　要：为了贯彻落实国家高质量发展理念,合理利用土地资源,稳经济、促发展,自然资源部等主管部门在严格落实耕地保护制度,节约集约用地制度和生态环境保护制度,守住法律底线和资源安全红线前提下,对切实做好建设用地、用海保障,推进有效投资和重大项目落地,科学合理使用建设用地方面出台了一揽子政策。该研究结合项目实践,从用地预审和报批的视角分析,总结了项目通常遇到的限制因素,归纳了项目选址选线需要注意的有关事项,并提出有关建议,以便及时掌握政策法规,完善选址选线流程、改变用地观念和设计思路,做实前期工作,提前落实用地深度,充分论证减少变更,最后达到在项目选址选线方面,提高设计效率和经济效益。In order to implement the national concept of high-quality development,to make rational use of land resources,stabilize the economy and promote development,the Ministry of Natural Resources and other competent authorities are strictly implementing the cultivated land protection system on the premise of upholding the bottom line of the law and the Red Line of resource security,the system of economical and intensive land use and ecological and environmental protection shall ensure the effective use of land for construction and the use of the sea,and promote effective investment and the landing of major projects.A package of policies were introduced for the scientific and rational use of construction land.Based on the practice of the project,from the perspective of land pre-examination and approval,this paper summarizes the restrictive factors commonly encountered in the project,sums up the relevant matters needing attention in the site selection and route selection of the project,and puts forward some relevant suggestions in order to grasp the policies and regulations in time,improve the process of site selection,change the concept of land use and design ideas,do the early work,advance the implementation of land use depth,fully demonstrate the reduction of changes,and finally,in the project location and line selection,improve the design efficiency and economic benefits.
