南通市水资源变化分析与保护对策研究

摘　　要：为提高江苏省南通市水资源管理水平,对2012~2021年南通市降水量、水资源量、用水结构以及水环境质量变化等情况进行综合分析。结果表明:南通市本地水资源量不足,过境水量丰富,雨洪资源利用率不高,水利工程依赖度相对较高,属于水质型缺水地区。根据研究结果,结合南通平原水网地区特点,提出了坚持水污染防治和水资源节约保护、统筹推进水污染源头治理、强化水资源刚性约束、推进水资源节约保护等建议。In order to improve the level of water resources management in Nantong City,Jiangsu Province,the changes of precipitation,water resources volume,water use structure and water environment quality from 2012 to 2021 were comprehensively analyzed.The results showed that the local water resources was insufficient in Nantong City,the rainwater and flood resources were underutilized,but the transit water resources were very abundant.The dependence on water conservancy projects was relatively high.Therefore,the Nantong City belongs to water shortage area of water quality type.Combined with the characteristics of plain water network area,the suggestions of water resources protection,such as ensuring the water pollution prevention and water resources conservation together,comprehensively promoting the governance and control of water source pollution,strengthening the rigid constraints on water resources,and promoting the water resources conservation and protection.
