基于史密斯模型的重大火灾隐患挂牌督办过程研究——以F市D广场为例

摘　　要：以F市D广场为例,运用史密斯政策执行过程模型分析重大火灾隐患挂牌督办过程,梳理了理想化政策、执行机构、目标群体和政策环境等因素的重要作用.提出了完善合理政策、建强执行机构、掌握目标需求和改善政策环境等建议,不断优化政策执行过程,从而提升重大火灾隐患挂牌督办的执行效果.Taking D square in F city as an example,the Smith policy implementation model was used to analyze the listing and supervision process of majorfire hazards,and the important role of idealized policies,executive agencies,target groups and policy environment were sorted out.Suggestions were put forward to improve the reasonable policies,strengthen the executive agencies,grasp the target needs and improve the policy environment,and constantly optimize the policy implementation process,so as to improve the implementation effect of the listing supervision of majorfire hazards.
