摘　　要：为提高预备役部队基地化训练风险管理的科学性和准确性,引入改进的潜在失效模式与效应分析(FMEA)进行风险识别和评价,针对严重度、发生频度和不易探测度指标不易打分和指标权重默认相同的不足,对指标进行了细化,构建了语言评价信息与三角模糊数的对应关系,并提出模糊层次分析法和熵权结合的组合赋权方法。针对FMEA在寻找风险控制策略方面的不足,运用数据包络分析,结合细化后的评价指标,通过计算风险的改进控制量,为寻求风险控制策略提供方向和参考,最后通过实例验证该方法的可行性。In order to improve the scientificity and accuracy of the risk management of base training for reserve forces,the improved potential failure mode and effect analysis(FMEA)is introduced to identify and evaluate risks.The indicators are refined to address the shortcomings of severity,occurrence frequency and difficulty in detection,which are not easy to score and have the same default weight.The corresponding relationship between language evaluation information and triangular fuzzy number is constructed,and a combination weighting method combining fuzzy analytic hierarchy process and entropy weight is proposed.In view of the shortcomings of FMEA in seeking risk control strategies,data envelopment analysis is used,combined with refined evaluation indicators,and improved control quantity of risk is calculated to provide direction and references for seeking risk control strategies.Finally,the feasibility of the proposed method is verified by examples.
