摘　　要：为解决战术训练空域规划方案安全性评估过程中缺乏数据支撑、专家判断主观性过强、语义模糊以及指标之间相互耦合等问题,提出一种基于模糊AHP-DEMATEL-VIKOR的战术训练空域规划方案安全性评估方法。将三角模糊数引入到传统AHP方法中,基于模糊AHP方法,考虑评估过程中的不确定性,确定各因素的初始权重。基于模糊DEMATEL方法,考虑战术训练空域规划安全性指标之间相互耦合与语义模糊,对初始权重进行修正,得到综合权重。最后,基于模糊VIKOR方法,考虑专家决策过程的不确定性,通过计算评估方案与正理想解与负理想解之间的接近程度,对规划方案安全性进行评估。案例分析表明,提出的方法能够对战术训练空域规划方案进行安全性评估,并挑选出安全性高的规划方案,为航空兵部队战术空域安全训练提供理论支撑。To solve the problems of lack of data support,excessive subjectivity of expert judgment,fuzzy semantics,and mu tual coupling between indicators in the safety evaluation process of tactical training airspace planning scheme,a safety evaluation method of tactical training airspace planning scheme based on fuzzy AHP-DEMATEL-VIKOR is proposed.Firstly,the triangular fuzzy number is introduced into the traditional AHP method,and the initial weight of each factor is determined based on the fuzzy AHP method,considering the uncertainty in the evaluation process.Then,based on the fuzzy DEMATEL method,considering the mutual coupling and semantic ambiguity between the safety indicators of tactical training airspace planning,the initial weight is modified to obtain the comprehensive weight.Finally,based on the fuzzy VIKOR method,considering the uncertainty of the expert decision-making process,the security of the planning scheme is evaluated by calculating the closeness between the evaluation scheme and the positive ideal solution and the negative ideal solution.The case analysis shows that the proposed method can evaluate the safety of the tactical training airspace planning scheme,and can select the planning scheme with high safety,which provides theoretical support for the tactical airspace safety training of air units.
