京津冀渔业生态安全评价与调控对策研究

摘　　要：结合国内外区域生态安全的相关理论和实践,选取2009-2019年来京津冀渔业相关的面板数据,基于“压力-状态-响应”(PSR)模型构建三个层次(目标层、准则层、指标层)多个指标的京津冀渔业生态安全评价指标体系,并应用改进层次法和熵值法相结合的方法对京津冀渔业生态安全各指标的权重进行量化分析,结果表明2009-2019年京津冀渔业生态安全综合评价指数变化范围在0.42-0.66之间,在风险级和良好级之间。京津冀渔业生态安全总体状况形势严峻,安全状况不容乐观。京津冀地区要通过积极开展国际水产贸易,加快渔业生态治理和恢复,严格控制水产养殖面积,强化科技支撑水平,持续强化渔业资源养护,加强京津冀渔业生态安全相关工作的组织管理等措施,推进京津冀渔业生态文明建设,实现渔业产业绿色高质量发展,推动乡村振兴跨越式发展。This study combines the relevant theories and practice of regional ecological security at home and abroad,selects the panel data related to Beijing-Tianjin-Hebei fishery from 2009 to 2019,and constructs the Beijing-Tianjin-Hebei fishery ecological security evaluation index system with multiple indicators and three levels(target level,criteria level,and indicator level)based on the"pressurestate-response"(PSR)model.And a combination of improved hierarchy process and entropy method is applied to the quantitative analysis of the weights of various indicators of ecological security in Beijing-Tianjin-Hebei fishery.The results shows that the change range of the comprehensive evaluation index of ecological security in Beijing-Tianjin-Hebei fishery from 2009 to 2019 varies from 0.42 to 0.66,between the risk level and the good level.The overall situation of fishery ecological security in Beijing,Tianjin and Hebei is severe,and the security situation is not optimistic.The Beijing-Tianjin-Hebei region should actively carry out international aquatic trade,accelerate ecological governance and restoration of fishery,strictly control the area of aquaculture,strengthen the level of technological support,continuously strengthen the conservation of fishery resources,strengthen the organization and management of ecological security related work in Beijing-Tianjin-Hebei fishery,promote the construction of ecological civilization in the Beijing-T ianjin-Hebei fishery,through which the green and high-quality development of the fishery industry will be achieved and the leapfrog development of rural revitalization will be promoted.
