沿边地区高层次开发开放新思路——把握重点开发开放试验区建设两大抓手

摘　　要：沿边开发开放是服务共建“一带一路”、助力打造周边命运共同体的重要战略。重点开发开放试验区是推动沿边地区经济发展、生态保护、睦邻友好、社会和谐的综合改革试验区,要把握“边”的特色,做好“边”的文章。沿边重点开发开放试验区改革创新的两大抓手是利用“边民互市+落地加工”模式解决“货”的问题,利用外籍边民跨境务工解决“人”的问题。未来,沿边重点开发开放试验区要紧紧围绕“试什么”“怎么试”,进一步夯实顶层设计,加快建设国际大通道,加快承接产业转移,务实推进相应配套政策改革,探索沿边开放发展新路径新模式。The development and opening up along the border is an important strategy to serve the“one belt and one road”and help build a community of shared future.The key development and opening pilot area is a comprehensive reform pilot area to promote economic development,ecological protection,good-neighborliness and social harmony in the border areas,so we should grasp the characteristics of the“border”and do a good job of the“border”.The two major grasps of reform and innovation in the pilot area are to solve the problem of“goods”by using the mode of“border trade+landing processing”and to solve the problem of“people”by using foreign border workers.In the future,the key development and opening pilot zones along the border should closely focus on“what to try”and“how to try”,further consolidate the top-level design,speed up the construction of international channels,speed up the undertaking of industrial transfer,pragmatically promote the corresponding supporting policy reform,and explore new paths and new models of opening up and development along the border.
