顺势而为:中国对外发展援助新理念——以中老替代发展项目为例

摘　　要：通过对中老两国合作开展的替代发展项目实施过程的考察,探讨其不同于西方传统发展援助模式的差异性与特殊性。该项目以理解地方社会发展逻辑为基础,尊重老挝农民的发展需求,采用风险共担与合作共赢的方式谋求共同发展,将替代发展与政府生态移民政策有机融合,最终赢得老挝各方支持,取得援助成功。本文称之为“顺势而为”的发展援助策略。“顺势而为”集中体现了中国作为新发展援助主体的对外援助特质,其核心理念是与被援国共同构建共担风险、平等合作、协同发展的人类命运共同体。Through the investigation of the implementation process of the China-Lao Opium Replacement Program,this paper discusses the differences and particularity between this program and the traditional Western-oriented development aids.The program is based on the logic of local social development,respecting the development desires of Lao farmers,seeking common development by means of risk sharing and win-win cooperation,and organically cooperating with the government's ecological immigration policy.Finally,it won the support of all parties in Laos and achieved the success of the program.This paper calls it the development aid strategy of“following the trend”.It embodies the characteristics of China's foreign aid as a new development aid subject.Its core idea is to jointly build a community of shared risks,equal cooperation and coordinated development with the aided countries.
