免费经济视阈下公共景区门票定价因应研究

摘　　要：门票收入在促进旅游经济发展中发挥着至关重要的作用,但公共景区门票定价如何摆脱“门票经济”的桎梏成为了横亘于推动景区经济高质量发展与深化旅游公共服务供给之间的难题。本文结合杭州西湖与九寨沟两个案例分析景区实行门票低价或免费政策时需考虑景区的可进入性、相关配套设施、相关政策扶持等考量因素在地方的具体应用状况。同时提出由门票经济转向产业经济的可行措施,其中丰富旅游业态,形成反哺机制是完善景区产业链的基本方式;统筹地方资源形成联票机制,拓展资金来源是解除景区与地方形成利益绑定的可行措施;成立管理委员会,统一管理权限是解决景区多头管理,多主体权责关系模糊的关键路径,以此在产业经济的发展潮流中寻求中央与地方、地方与景区之间协同发展的平衡点,推动景区在内部转型升级与外部产业高质量发展的双向驱动中行稳致远。Ticket income plays a vital role in promoting the development of the tourism economy,but how to break free from the shack-les of the"ticket economy"in ticket pricing for public scenic spots has become a diffi cult problem between promoting the high-quality devel-opment of the scenic spot economy and deepening the supply of tourism public services.Based on the two cases of Hangzhou West Lake and Jiuzhaigou Valley,this paper analyzes the specifi c application of such considerations as the accessibility of scenic spots,relevant supporting facilities,and relevant policy support when implementing the low price or free ticket policy in scenic spots.At the same time,feasible mea-sures are proposed to shift from ticket economy to industrial economy,among which enriching tourism formats and forming a feedback mechanism are the basic ways to improve the industrial chain of scenic spots;Coordinating local resources to form a joint ticket mechanism and expanding funding sources are feasible measures to lift the interest binding between scenic spots and local areas;The establishment of a management committee and unifi ed management authority is a key path to solve the problem of multiple management in scenic areas and the unclear relationship between the rights and responsibilities of multiple entities,in order to seek a balance point for coordinated development between the central and local governments,as well as between local and scenic areas in the development trend of the industrial economy,and to promote the stability and progress of scenic areas in the two-way drive of internal transformation and upgrading and high-quality development of external industries.
