新时代“枫桥经验”:中国式现代化视野下基层社会治理的反思

摘　　要：实现中国式现代化的进程中,坚持和发展“枫桥经验”,完善社会治理体系,面临着新形势、新挑战。社会主要矛盾的变化和风险社会的挑战,要求坚持和发展“枫桥经验”,以人民至上理念引领新时代社会基层治理。要以“自治、法治、德治”三结合完善新时代基层社会治理:以自治为基础,夯实新时代基层社会治理的群众根基;以法律为准绳,推进新时代基层社会治理的法治化进程;以道德为引领,加强刚柔并重的新时代基层社会治理的构建。要通过数字技术支持,推进基层社会治理的高效化和精细化。党的领导是新时代基层社会治理的根本保证,必须加强新时代党的基层组织的建设。In the process of realizing Chinese-style modernization,new situations and challenges have arisen in adhering to and developing the“Fengqiao Experience”and improving the social governance system.The changes in major social contradictions and the challenges of a risky society involve adhering to and developing the“Fengqiao Experience”,and guiding grassroots governance in the new era with the concept of putting the people first.To improve grassroots social governance in the new era by combining“autonomy,rule of law,and rule of virtue”,we should take autonomy as the basis to consolidate its mass foundation,take the law as the criterion to promote its legalization process and take morality as the guide to strengthen its construction that emphasizes both hardness and softness.The efficiency and refinement of grassroots social governance can be promoted through digital technology support.The leadership of the Communist Party of China is the fundamental guarantee for grassroots social governance in the new era.It is therefore necessary to strengthen the construction of grassroots Party organizations in the new era.
