摘  要:国际海事组织(IMO)海上环境保护委员会第76届会议(MEPC 76)以通函形式批准了“确定在不利海况下保持船舶操纵性的最小推进功率导则”(MEPC.1/Circ.850/Rev.3),中国提议的船舶低航速推力减额系数t和伴流分数w的默认取值(t=0.1,w=0.15)被正式采纳。论文梳理分析现有导则与临时导则的差异,总结中国在导则制定过程中开展的应对研究工作,对比分析主流船型对临时导则和现有导则要求的符合状况以及不同版本导则中风浪增阻预报方法的差异,评估推力减额和伴流分数取值对最小推进功率评估的影响,为船舶最小推进功率导则在国内履约实施提供指导。The 76th session of the Marine Environmental Protection Committee(MEPC 76)of the International Maritime Organization(IMO)approved revised Guidelines for Determining Minimum Propulsion Power to Maintain the Manoeuvrability of Ships in Adverse Conditions(MEPC.1/CIRC.850/rev.3)in the form of circular letter,default values for the thrust deduction factors t and the wake fraction w at low speed proposed by China(t=0.1,w=0.15)were officially adopted.This paper combs and analyzes differences between the existing guidelines and the interim ones,and summarizes the research work carried out in China.Compliance of mainstream ship types with the interim guidelines and the existing guidelines,as well as difference in prediction methods of wind and wave added resistance between different versions of the guidelines,is compared and analyzed.Impact of different values of thrust deduction factor and wake fraction on the assessment of minimum propulsion power is evaluated,and compliance of domestic mainstream ship type with the existing guidelines is reviewed,so as to provide guidance for the implementation of the existing minimum propulsion power guidelines in China.
