发展低碳经济 助力西部乡村振兴

摘　　要：乡村振兴需要经济发展的支撑,没有经济内生力难以实现乡村振兴。西部地区农业传统发展模式的经济内生力不足制约着产业振兴,必须创新经济发展模式、增强经济发展内生力。“碳达峰”“碳中和”目标将引发未来产业重大调整,低碳产业将是高质量发展的重要选择,西部地区乡村将在产业调整中赢得重大发展机遇。西部地区乡村具备发展低碳产业的优势,发展低碳经济可激活西部地区经济发展的内生力。国家层面要完善碳金融法律政策体系,加强对碳金融运行过程的宏观调控;地方层面要发展碳交易市场,打造可交易碳汇产品,引导规划碳金融产业发展;乡村层面要保护生态,走乡村旅游、特色农业等低碳产业发展之路;国家、地方、乡村共同发力,必将为西部地区乡村振兴注入产业发展的经济内生力。Rural revitalization requires the support of economic development,and it is difficult to achieve without strong economic vitality.The traditional agricultural development model in western regions of China lacks sufficient economic vitality,which hinders industrial revitalization.Therefore,it is necessary to innovate the economic development model and enhance the internal driving force of economic development.The goals of“peak carbon dioxide emissions”and“carbon neutrality”will lead to significant industrial adjustments in the future,and low-carbon industries will be an important choice for high-quality development.Rural areas in western regions will seize significant development opportunities through industrial adjustment.Western rural areas have advantages in developing low-carbon industries,and the development of a low-carbon economy can activate the internal driving force of economic development in the western regions.At the national level,it is important to improve the legal and policy system of carbon finance and strengthen macro-control over the operation of carbon finance.At the local level,efforts should be made to develop carbon trading markets,create tradable carbon sink products,and guide the development of the carbon finance industry.At the rural level,emphasis should be placed on ecological protection and the development of low-carbon industries such as rural tourism and characteristic agriculture.With collaborative efforts from the national,local,and rural levels,the development of industries will inject economic vitality into the rural revitalization in the western regions.
