新时代全方位推动形成低碳生活方式研究

摘　　要：低碳生活是实现“双碳”目标、推动人与自然和谐共生的必然要求。包容性绿色发展跟踪调查组(IGDS)围绕低碳生活展开全国性调查,结果显示:我国大多数居民具有环境保护责任感,对低碳行为具有良好预期,愿意为低碳生活承担额外成本,吃穿住行用游等领域低碳生活实践取得显著效果,但低碳生活转型在认知和实践层面仍面临不少亟待解决的问题。为切实推动低碳生活方式,应加强针对性宣传教育,培育城乡居民低碳生活意识;向中低收入群体倾斜,注重低碳生活的市场化激励与精准性财政支持;立足吃穿住行用游低碳生活实践,以供给系统变革促进低碳生活方式;完善基础设施,为广泛形成低碳生活方式提供硬件保障。Low carbon living is an inevitable requirement for achieving the“dual carbon”goal and promoting harmonious coexistence between humans and nature.The Inclusive Green Development Tracking Survey Group(IGDS)has conducted a nationwide survey on low-carbon living,and the results showed that the majority of residents in China have a sense of environmental protection responsibility,have good expectations for low-carbon behavior,are willing to bear additional costs for low-carbon living,and have achieved significant results in low-carbon living practices in areas such as food,clothing,housing,transportation,and tourism.However,the transformation of low-carbon life still faces many urgent problems in both cognitive and practical aspects.To effectively promote low-carbon lifestyles,targeted publicity and education should be strengthened to cultivate awareness of low-carbon living among urban and rural residents;tilting towards middle and low-income groups,market-oriented incentives and precise financial support should be emphasized for low-carbon living;based on the low-carbon living practice of food,clothing,housing,transportation,and tourism,the low-carbon lifestyles are promoted through supply system reform;the infrastructure construction is improved to provide hardware support for the widespread formation of low-carbon lifestyles.
