西北地区碳普惠与绿色消费行为研究

摘　　要：随着“双碳”目标的推进,个人碳减排情况愈发受到社会关注。2021年中国科学院《中国“碳中和”框架路线图研究》表明,居民消费产生的碳排放量占全社会碳排放总量的53%,可见实现“双碳”目标的关键之一在于全民消费低碳化。中国社会科学院包容性绿色发展跟踪调查(IGDS)从公众认知、公众行为、政府宣传、实践成效四个方面对西北地区居民绿色消费行为和碳普惠实践效果进行分析。研究结果显示:被调查者普遍具有较强的绿色消费意识和环保意识,但对具体如何减少碳排放仍需要更多宣传科普;被调查者的绿色消费行为覆盖衣、食、住、行、游等消费领域,但低碳生活成本带来一定经济压力;被调查者认为政府对绿色消费行为的宣传力度较大,但公众参与碳普惠活动的效果并不理想,需要政府和企业进一步加强碳普惠活动宣传,完善激励措施。据此提出西北地区规范发展碳普惠的政策建议。With the advancement of the“dual carbon”goal,the situation of personal carbon reduction has increasingly attracted social attention.The Research on China′s“Carbon Neutral”Framework Roadmap by the Chinese Academy of Sciences in 2021 shows that the carbon emissions generated by Chinese residents′consumption account for 53%of the total carbon emissions of the whole society.It can be seen that one of the keys to achieving the“dual carbon”goal is the low-carbon consumption of the entire people.Based on the survey of the Inclusive Green Development Survey(IGDS)of the Chinese Academy of Social Sciences,the green consumption behavior and practice effectiveness of Carbon Inclusion of residents in the Northwest region are analyzed from four aspects:public awareness,public behavior,government promotion,and practical effectiveness.The research results show that respondents generally have a strong awareness of green consumption and environmental protection,but there is still a need for more publicity and science popularization on how to reduce carbon emissions;the green consumption behavior of the respondents covers various consumption fields such as clothing,food,housing,transportation,and tourism,but there is some economic pressure on low-carbon living costs;the respondents believe that the government has a strong promotion of green consumption behavior,but the effectiveness of public participation in Carbon Inclusive activities is not ideal.It is necessary for the government and enterprises to further improve the propagating and incentive measures of Carbon Inclusive activities.Policy recommendations are put forward for the standardized development of Carbon Inclusion in the Northwest region.
