数智化赋能推动共建“一带一路”高质量发展

摘　　要：大数据、人工智能、5G、云计算等数字智能化技术的发展改变了传统经济发展模式,为推动共建“一带一路”高质量发展提供了新的经济增长点。通过历史逻辑分析可以明确共建“一带一路”高质量发展的历史演进阶段,进而找到数智化赋能推动共建“一带一路”高质量发展的理论逻辑和实践逻辑。在此基础上,剖析了数智化赋能推动共建“一带一路”高质量发展的现实挑战,进而提出数智化赋能共建“一带一路”高质量发展的推进思路:一是强化数字治理,缩小数字鸿沟;二是推动共建“一带一路”数据安全保护机制;三是共建高标准数字贸易规则及相关合作机制;四是加强数字经济战略对接合作,打造数字“一带一路”共同体。The development of digital intelligent technologies such as big data,artificial intelligence,5G and cloud computing has changed the traditional economic development model and provided new economic growth points for promoting the high-quality development of the Belt and Road.By historical logic analysis,the paper further clarifies the historical evolution stages of the high quality development of the BRI cooperation,and further analyzes the theoretical logic and practical logic of the digital and intelligent empowerment to promote the high-quality development of the BRI cooperation.On this basis,this paper analyzes the practical challenges of enabling digital intelligence to jointly build the high-quality development of the Belt and Road,and then puts forward the promoting ideas of the BRI cooperation enabled by digital intelligence.The first is to enhance digital governance and narrow the digital divide;The second is to promote the joint construction of the BRI data security protection mechanism;The third is to make great effort together to establish high-standard digital trade rules and related cooperation mechanisms;The fourth is to strengthen the synergy and collaboration on digital economy strategies and build a digital community of the Belt and Road.
