区域生态保护与经济发展耦合作用关系研究--基于广东省的实证分析

摘　　要：统筹推进生态环境保护与经济发展是实现区域高质量发展的关键。本文选取2011—2020年广东省21个地级市面板数据,构建生态保护与经济发展指标评价体系,运用耦合协调度模型、相对发展模型以及固定效应模型分析了广东省生态保护与经济发展的耦合协调及作用关系,并就珠三角、粤东、粤西、粤北四个区域分析了各区域的差异性发展特征。研究发现,广东省生态保护及经济发展指数呈上升态势,两者耦合协调度也持续走高,但相对发展度在波动中走低,整体处于低稳态的发展阶段;不同区域的耦合协调度与相对发展度差距较为显著,除珠三角地区从低稳态过渡到中稳态之外,其他三个地区均处于低稳态发展阶段。生态保护对广东省经济发展有着显著促进作用,同时该影响具有区域异质性,在珠三角和粤西地区生态保护能够显著促进经济发展,但在粤东和粤北地区并不显著。基于此,本文提出相应对策建议,为实现高质量发展目标提供参考。The key to achieving high-quality regional development is to coordinate ecological environmental protection and economic development.This paper selects the panel data of 21 prefecture-level cities in Guangdong Province from 2011 to 2020,constructs an evaluation system of ecological protection and economic development indicators,and uses coupling coordination degree model,relative development model and fixed effect model to analyze the coupling coordination and functional relationship between ecological protection and economic development in Guangdong Province.The different development characteristics of Pearl River Delta,East Guangdong,West Guangdong and North Guangdong are analyzed.The results show that the ecological protection and economic development index of Guangdong Province are on the rise,and the coupling coordination degree of the two is also on the rise,but the relative development degree is on the decline.In addition,the regional gap between coupling coordination degree and relative development degree is significant.Ecological protection plays a significant role in promoting the economic development of Guangdong Province,and the impact has regional heterogeneity.Ecological protection can significantly promote economic development in the Pearl River Delta and west Guangdong,but not in the east and north Guangdong.Based on this,in order to achieve the goal of high-quality development,this paper puts forward suggestions such as adhering to the guidance of ecological strategy,promoting the adjustment of industrial structure,rationally determining the development path of each district,strengthening regional cooperation and exchanges,and establishing a unified ecological management system.
