摘　　要：旨在剖析我国公共信息资源开放政策间的内隐联系,探究不同区域政策内容转移规律及政策关注侧重点变化,为我国相关工作推进提出补充性政策建议。基于我国中央和地方公共信息资源开放政策间的参照关系,通过政策主题继承与主题创新两方面对相关政策内容进行分析,探究三大经济圈地方政策对中央政策内容的转移情况,掌握不同区域地方政策内容的区别及关联性。研究发现:《中华人民共和国政府信息公开条例》是我国公共信息资源开放政策的主要参照政策;各地方政府的政策自主创新能力较为匮乏,各地方公共信息资源开放政策的创新主题既具有一定的相似性,也具有能体现各自发展战略特点的差异性。By analyzing the implicit relationship between China’s public information resources opening policy,exploring the rules of policy content transfer and the changes of policy focus in different regions,the article puts forward supplementary policy recommendations for the promotion of related work in China.Based on the reference relationship between China’s central and local public information resources opening policy,this paper analyzes the relevant policy content through policy theme inheritance and theme innovation,explores the transfer of local policies in the three economic circles to the central policy content,and grasps the differences and correlations of local policy content in different regions.The research finds that the“Regulations of the Government of China on the Disclosure of Government Information”is the main reference policy for China’s opening policy of public information resources;The ability of local governments to independently innovate policies is relatively deficient;The innovation themes of the Glasnost of local public information resources not only have certain similarities,but also have differences that can reflect the characteristics of their respective development strategies.
