摘　　要：创新联合体以重大科技攻关任务为牵引,由龙头企业牵头,将产业链上下游有优势、有条件的企业、科研机构和高等院校有效组织起来协同攻关的任务型、体系化的创新组织,是关键核心技术攻坚战的战斗主力。本文通过总结国内外创新联合体的建设经验,分析创新联合体建设实践过程中存在的问题,提出浙江省支持企业组建创新联合体的对策建议,包括确定攻关任务、明确主体结构、完善组织架构、健全运行机制、优化发展生态等。The innovation consortia are task-oriented and systematic innovation organizations,which are led by leading enterprises and effectively organize advantageous enterprises,scientific research institutions and universities in the upstream and downstream of the industrial chains to cooperatively solve key problems.They are the main forces for making major breakthroughs in core technologies in key fields.By summarizing the construction experience of innovation consortia at home and abroad,analyzing the problems existing in the construction practice of innovation consortia,this paper puts forward countermeasures and suggestions for Zhejiang Province to support enterprises to establish innovation consortia,including determining key tasks,clarifying the main structure,improving the organizational structure,perfecting the operating mechanism and optimizing the development ecology.
