新时代大城市边缘区小城镇融合互动发展新模式探讨——基于江苏2个镇的实证研究

摘　　要：大城市边缘区小城镇作为大城市产业功能外溢的直接影响空间,由于其特殊的地理位置和复杂的发展环境,一直是学界研究的焦点。本文以江苏省淮安市马头镇和句容市宝华镇为实证案例,总结概括了大城市边缘区小城镇的4个现实特征,即“各类要素资源活跃”“城镇发展依赖性强”“城镇功能空间结构失衡”“各类主体博弈剧烈”。从与大城市关系的角度,总结提出当前大城市边缘区小城镇发展的2种模式,即完全依附模式和有限依附模式。最后,在总结新时代发展要求的基础上,提出大城市边缘区小城镇发展的新模式—融合互动模式,并从“全面识别本底要素的区域功能价值”“精准谋划城镇互动发展的新动能”“高效组织全域空间板块的融合发展”“构建应对区域环境变化的弹性发展框架”4个方面,论述了融合互动模式的实现路径,以期为同类小城镇规划建设提供借鉴参考。Small towns in the fringe of big cities,as the direct influence space of industrial function spillover of big cities,have always been the focus of academic research due to their special geographical location and complex development environment.Taking Matou Town in Huai'an City and Baohua Town in Jurong City as empirical cases,this paper summarizes the four realistic characteristics of small towns in the fringe of big cities,namely'active resources of various elements','strong dependence on urban development','imbalance of urban functional spatial structure',and'fierce game among various subjects'.From the perspective of the relationship with big cities,this paper summarizes and puts forward two development modes of small towns in the edge of big cities,namely'completely dependent development mode'and'relatively independent development mode'.Finally,on the basis of summarizing the development requirements of the new era,the paper proposes a new model for the development of small towns in the big rural-urban fringe—'integration and interaction model',and from four aspects of'comprehensively identify the regional functional value of the background elements','accurately plan the new driving force of urban interaction development','efficiently organize the integration and development of the whole spatial plate',and'build an elastic development framework to respond to regional environmental changes',and discussed the implementation path of the'integrated interactive mode',in order to provide reference for the planning and construction of similar small towns.
