摘　　要：摩擦性失业的理论来源始于凯恩斯主义对古典经济学否认存在大规模失业的批判。随着现实演进与理论争鸣,有新古典综合派与新凯恩斯主义者等对失业与摩擦性失业理论的补充修正,理论结合微观现实层面,有UV曲线与DMP模型的解释区分。就业是最大的民生,文本对摩擦性失业的理论来源、现实内涵及其与各类型失业的异同作分析比较,结合当前社会广泛关注的失业问题,提出需明确认识伴随我国经济社会长足发展的“成长性”,城乡一体化建设与乡村振兴战略的实施,产业升级与数字化带动新型服务业发展,国民就业路向拥有广泛空间和市场潜力的保障。当前,要妥善解决与摩擦性失业及其他类型失业相关的就业问题,短期与中长期措施需各有侧重:短期内要结合现实应对好当期关口冲击;中长期要依托高质量发展促进就业机会增加,做好市场建设与完善就业保障的兜底制度安排。The theory of frictional unemployment originated from Keynesian criticism of classical economics'denying the existence of mass unemployment.With the evolution of reality and theoretical debate,there are new classical synthesis and new Keynesian theory of unemployment and frictional unemployment to supplement and modify the theory.Combining the theory with the micro-reality level,there are also UV curve and DMP model to explain the distinction.Employment is the greatest livelihood of the people.After analyzing and comparing the theoretical source,realistic connotation and similarities and differences between frictional unemployment and other types of unemployment,and combined with the current widespread social concern about unemployment,the author proposes that we should clearly recognize the“growth"”accompanying the rapid development of China's economy and society.Urban-rural integration and the implementation of the strategy of rural revitalization,industrial upgrading and digitalization have driven the development of new service industries,and the protection of broad space and market potential for national employment.In terms of the proper solution to the current problems related to frictional unemployment and other types of unemployment,it is necessary to deal with the impact of the current pass in combination with the reality in the short term.But in the medium-and-long term,it is necessary to rely on high-quality development to promote the increase of employment opportunities,and do a good job in market construction and improve the employment security system arrangements.
