产业转移对碳排放和大气污染的协同治理效应与空间溢出分析——基于国家级承接产业转移示范区政策的实证研究  

Co-governance Effect and Spatial Spillover Analysis of Industrial Transfer on Carbon Emissions and Air Pollution——An Empirical Study Based on the Policy of National Demonstration Zones for Undertaking Industrial Transfer

摘　　要：承接产业转移是优化生产力空间布局的重要方式,而产业转移对碳排放和大气污染的协同治理与空间溢出效应是发展绿色经济亟需探讨的问题。基于2003—2017年中国285个地级市的面板数据,利用多时点双重差分法和空间计量模型,考察国家级承接产业转移示范区政策的碳排放和大气污染协同治理效应、内在机制与空间溢出状况。结果显示:国家级承接产业转移示范区政策显著降低了示范区城市碳排放和大气污染程度。机制分析表明,国家级承接产业转移示范区政策提高了示范区城市绿色技术创新水平和政府环境治理力度,从而实现碳排放和大气污染的协同治理。进一步的空间溢出分析表明,国家级承接产业转移示范区政策的环境治理效应存在空间溢出,显著带动了试点城市周边200千米内城市的碳排放和大气污染协同治理,对200千米外城市的环境治理带动效应不显著。因此,中央政府应因地制宜,有序扩大政策范围,同时鼓励地方政府加大绿色技术创新支持力度并增强自身环境治理水平。Based on the panel data of 285 prefecture-level cities in China from 2003 to 2017,this paper uses time-varying DID and spatial econometric model to investigate the collaborative governance effect,internal mechanism and spatial spillover of carbon emissions and air pollution of the national policy of undertaking industrial transfer demonstration areas were investigated.The results show that the industrial transfer demonstration area policy has significantly reduced the carbon emissions and air pollution levels of the demonstration area cities.The analysis of the mechanism shows that the policy of industrial transfer demonstration area has improved the level of green technology innovation and the government s environmental governance in the demonstration area cities,so as to achieve the coordinated governance of carbon emissions and air pollution.Further spatial spillover analysis shows that the environmental governance effect of the industrial transfer demonstration area policy has spatial spillover,which significantly drives the coordinated governance of carbon emissions and air pollution in cities within 200 kilometers around the pilot cities,and the driving effect of environmental governance in cities beyond 200 kilometers is not significant.In view of this,the central government should expand the scope of policies in an orderly manner according to local conditions,and encourage local governments to increase investment in green technology and enhance their own environmental governance.
