产业承接视角下区域科技资源配置效率研究——以大湾区与广西为例

摘　　要：2019年国务院印发《粤港澳大湾区发展规划纲要》要求大湾区对不符合其产业发展规划的产业进行转移;同年5月,广西出台《广西全面对接粤港澳大湾区实施方案(2019—2021年)》,全面实施“东融”战略,承接粤港澳大湾区产业转移。本文从综合分析产业转移、产业承接相关理论和“湾企入桂”实践依据出发,测度并比较大湾区与广西地区科技资源配置效率,探究大湾区与广西产业承接前后效率变化,测度结果表明广西地区作为产业承接方,其科技资源配置效率较低,大湾区效率虽高但近几年不断调整变化,寻求最优配置。In 2019,the State Council issued the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area,which requires the Greater Bay Area to transfer industries that do not comply with its industrial development plan;in May of the same year,Guangxi issued the Guangxi Comprehensive Undertaking Programme for the Guangdong-Hong Kong-Macao Greater Bay Area(from 2019 to 2021),which comprehensively implements the“east integration”strategy and undertakes the transfer of industries from the Guangdong-Hong Kong-Macao Greater Bay Area.This paper takes the comprehensive analysis of industry transfer,industry undertaking-related theories and“enterprises of the Greater Bay Area into Guangxi”as a starting point,measures and compares the allocation efficiency of science and technology resources of the Greater Bay Area and Guangxi,explores the efficiency changes before and after industry undertaking in the Greater Bay Area and Guangxi.Results show that Guangxi is the industry undertaking party,and its allocation efficiency of science and technology resources is lower;although the allocation efficiency of the Greater Bay Area is high,it has been adjusted to seek optimal allocation in recent years.
