国际竞争背景下我国数字技术产业主导设计开发机制研究

摘　　要：主导设计具备“技术属性”与“市场属性”双重特征,“技术—市场”双螺旋交互促进推动了主导设计的形成与发展。国际主导设计跨越国界推行技术与市场双重垄断、政治打压给技术追赶中的后发国家带来了多重市场失灵,在“政府—市场”二分法逻辑下,传统的政府干预机制难以凑效,需要充分发挥中国特色社会主义市场经济“中间地带”体制机制优势,强化由中国特色大国需求效应驱动、“有效市场”和“有为政府”更好结合的主导设计开发的市场拉动力与组织推动力,促使我国企业瞄准国际主导设计中的关键核心技术展开攻关取得丰富成果,而不是绕开关键核心技术仅仅从事与国际主导设计配套的外围辅助技术开发。相比于沿用国际主导设计既定的技术路线,我国企业更倾向于另辟蹊径选择与国际主导设计不同的差异化技术路线开展自主创新,进而更有助于自主开发出我国的主导设计,成功打破国际垄断局面。Dominant design( DD) has the dual nature of technology and market.The formation of DD relies on technology-market double helix.The dual monopolies of technology and market along with the political suppression from International DD have caused multiple market failures for developing countries,traditional government intervention can't be effective in dichotomous logic of government vs market.It's necessary to exert the advantages of the “intermediate zone” mechanism with Chinese characteristics,including the organizational pushing force from better combination of“efficient market” and “effective government”,and the market pulling force driven by the “big country demand effect”.This study shows that China's firms have targeted core technologies in IDD,instead of bypassing these technologies and only engaging in peripheral low-end technologies.Rather than follow the established technological trajectory of IDD,China's firms prefer to choose different trajectory to promote indigenous innovation,and more conducive to the development of China's DD and the breakup of international monopoly.
