乡村人居环境治理制度规制与行动逻辑辨析——基于黔东南州6村农户的深度访谈

摘　　要：持续改善乡村人居环境,促进美丽乡村宜居发展,已成为乡村振兴战略推进的重点任务。文章基于黔东南州6村的深度访谈资料,运用内容分析法从制度视角对农户和基层管理者参与人居环境治理的制度规制和行动逻辑进行了深入辨析。文章认为,制度规制与激励是在乡土社会网络中相互协调、共同发挥作用并彼此融合发展的,人们会为了自身利益最大化而遵守规则并接受激励;与农户习以为常的常规生活方式相契合的生活惯习、价值观念和评价标准,已然成为农户参与人居环境治理的常规思维方式,农户既会受制于具有普遍共识的制度规制,也会接受同侪监督和不断进行自我优化;农户会在特定时间、空间发生行为改变,而中心圈集聚的集体行动也能够显著提高乡村人居环境治理效率。Improving the living environment in rural areas and promoting the development of beautiful rural areas have become crucial tasks in advancing the rural revitalization strategy.This paper focuses on the institutional perspective and utilizes in-depth interview data from six villages in Qiandongnan State to investigate the institutional regulation and action logic of farmers'and grassroots managers participation in habitat management.Through content analysis,the study reveals the following key findings:Coordinated Institutional Regulation and Incentives:Institutional regulation and incentives work in tandem,evolving within a vernacular social network.Individuals conform to rules and receive incentives to maximize their own interests.Alignment with Routine Lifestyles:Living practices,values,and evaluation standards that align with farmers'accustomed routines have become the basis for their participation in human settlement governance.Farmers adhere to institutional regulations based on a general consensus,while also subjecting themselves to peer monitoring and continuous self-optimization.Contextual Behavioral Changes:Farmers exhibit behavior changes in specific times and spaces.Additionally,collective actions within the central circle significantly enhance the efficiency of rural living environment governance.
