摘　　要：铁路运输技术规章词汇的标准化是技术规章体系建设的重要基础,有利于促进技术规章的规范化与有效实施。系统分析技术规章基本词汇标准基本编制依据,提出编制基本要求。研究技术规章基本词汇的选词方法,提出词汇应突出《铁路技术管理规程(普速铁路部分)》和《铁路技术管理规程(高速铁路部分)》作为基本规章的属性,适当兼顾各专业技术规章词汇,落实“普遍适用”的原则,体现铁路行业特点。建立技术规章词汇表与概念体系,提出技术规章词汇定义原则与方法,确定技术规章词汇编制工作流程,建立技术规章词汇框架结构。形成铁路运输技术规章基本词汇标准编制技术方案,为铁路各专业技术规章词汇规范化和标准编制提供理论与技术支撑。The standardization of railway transportation technical regulation vocabulary is an important foundation for the construction of technical regulation system,which is conducive to promoting the standardization and effective implementation of technical regulation.The paper systematically analyzes the basis and proposes basic requirements for drafting technical regulations basic vocabulary standards.Research the vocabulary selection method for technical regulations basic vocabulary,proposes vocabulary highlighting the attributes of Railway technical management regula⁃tions(ordinary speed railway part)and Railway technical management regulations(high speed railway part)as basic regulations,appropriately consider the vocabulary of various professional technical regulations,implement the princi⁃ple of"universal application",and reflect the characteristics of the railway industry.Establish glossary and concept system of technical regulations;Propose the principles and methods for defining technical regulations vocabulary,de⁃termine the workflow for compiling technical regulations vocabulary,and establish a framework structure for technical regulations vocabulary.Develop a technical plan for compiling basic vocabulary standards for railway transportation technical regulations,providing theoretical and technical support for the standardization and standard preparation of technical regulations vocabulary for various railway specialties.
