摘　　要：2023年7月25日,国际标准化组织(ISO)发布ISO 22163:2023 《铁路应用铁路质量管理体系ISO 9001:2015和铁路领域应用的特定要求》。ISO 22163:2023是第1项专门面向铁路行业的质量管理体系国际标准,取代技术规范ISO/TS 22163:2017 《铁路应用质量管理体系铁路组织业务管理体系要求:ISO 9001:2015及铁路领域应用的特殊要求》。介绍ISO 22163:2023的制定背景、原则和过程,阐述标准的结构和适用范围,详细解析铁路领域应用的特定要求,为铁路质量管理工作者理解和使用标准提供参考。The International Organization for Standardization(ISO)officially published ISO 22163:2023 Railway Applications-Railway quality management system-ISO 9001:2015 and special requirements for application in railway sector on 25 July 2023,which is the first international standard for quality management system for the railway sector.It will gradually replace the current technical specification ISO/TS 22163:2017 Railway applications-Quality man⁃agement system-Business management system requirements for rail organizations:ISO 9001:2015 and particular re⁃quirements for application in the rail sector.This paper introduces the compilation background,principles and process of ISO 22163:2023,standard framework and the scope of application are explained,specific requirements for applica⁃tion in the railway sector are analyzed in detail,the purpose is to provide reference for relevant quality workers to un⁃derstand and use the standard.
