论社会主义道德是党内法规的伦理基础

摘　　要：党内法规的伦理基础是党内法规有效发挥作用的前提,也是中国共产党立规、执规的正当性基础。从社会主义道德是党内法规体系建设的重要支撑、既严守党内法规又遵循社会主义道德是党员的基本责任、“坚持依规治党与以德治党相结合”是中国共产党加强自身建设的显著特点和突出优势等可见,以“为人民服务”为核心、以“集体主义”为原则的社会主义道德是党内法规的伦理基础。这就决定了党内法规制度具有以党员义务为优先、党规党纪严于国家法律、既包含行为规则也包含道德要求、立规语言具有通俗性等特征。为更好发挥社会主义道德对党内法规的支撑作用,应进一步加强社会主义道德与党内法规的协调转换、完善思想道德领域党内法规制度建设、针对不同类型主体提出不同层级的道德要求,以确保社会主义道德贯穿于党内法规工作全过程各方面。The ethical basis of intra-Party regulations is not only the prerequisite for the effective functioning of intra-Party regulations,but also the legitimacy basis for the Communist Party of China to establish and enforce regulations.Socialist morality serves as a crucial support for the construction of the party regulations system.Upholding party regulations and adhering to socialist morality are fundamental responsibilities of party members.The combination of“governing the Party by rules”and“governing the Party with ethics”is a notable characteristic and advantage of the Communist Party of China in strengthening its self-construction.Therefore,The socialist morality,centered on“serving the people”and guided by the principle of“collectivism”,constitutes the ethical foundation of party regulations.This determines that the party regulations system prioritizes party members’obligations,places party discipline above national laws,encompasses both behavioral rules and moral requirements,and uses accessible language in its formulation.To better leverage the supporting role of socialist ethics in intra-Party regulations,we should further strengthen the coordinated transformation of socialist ethics and intra-Party regulations,improve the construction of intra-Party regulations and systems in the field of ideological and moral ethics,and put forward different levels of moral requirements for different types of subjects.This ensures that socialist morality permeates all aspects of the entire process of party regulations work.
