摘　　要：市县党委巡察是全面从严治党向基层延伸的重要制度安排,这一制度经历了党的十八大以前个别市县自发探索期、十八大期间全国市县自觉推进期和党的十九大以来制度体系建立完善期三个历史时期,标志着市县党委巡察制度已从实践探索转变为制度上的刚性要求。从地区探索到制度完善的过程也为这一制度在巡察机构组建、专业队伍构成、规范制度制定以及联动模式创新四个方面积累了重要的经验,为实现全面从严治党向基层延伸提供重要遵循。The inspection system of city and county party committees is an important institutional arrangement that extends from strict party governance to grassroots level.This system has gone through three historical periods:the spontaneous exploration period of individual cities and counties before the 18th National Congress of the Communist Party of China,the conscious promotion period of national cities and counties during the 18th National Congress,and the establishment and improvement period of the institutional system since the 19th National Congress of the Communist Party of China.This marks the transformation of the inspection system of city and county party committees from practical exploration to rigid institutional requirements.The process of exploring from the region to improving the system has also accumulated important experience in the establishment of inspection institutions,the composition of professional teams,the formulation of standardized systems,and the innovation of linkage models,providing important guidance for the extension of comprehensive strict governance of the Party to the grassroots.
