摘　　要：从监管理论入手,通过对江苏三市的调研,总结在“放管服”背景下,江苏省医药产业科技计划项目经费在管理、使用和审计中的常见问题。在此基础上,尝试构建医药产业项目承担单位科研经费信用评价负面清单和项目承担单位科研经费信用评价指标体系,探索基于诚信管理的医药产业科技计划经费监管新思路。Starting from the regulatory theory,through the investigation of three cities in Jiangsu Province,this paper summarizes the common problems in the management,use and audit of the funds of Jiangsu Province’s pharmaceutical industry science and technology projects under the background of“release,regulation and service”.On this basis,an attempt is made to construct a negative list and an index system for credit evaluation of scientific research funds for pharmaceutical industry project undertaking units,and to explore a new approach to supervision of scientific research funds based on integrity management.
