摘　　要：在东北电力辅助服务市场中,引导可中断负荷用户参与双边交易是缓解电网调峰困难、提高风电消纳水平的有效措施。针对用户盲目签署交易价格、签署电量虚高的问题,提出一种“以量定价”的双边交易动态结算方法。首先,考虑风电企业考核风险,对电力辅助服务市场双边交易机制进行建模。然后,建立Shapley值收益分配模型,依据风电消纳情况评估交易双方的贡献,并据此计算双边交易一次补偿价格。在此基础上,针对交易双方运行工况进行偏差考核,约束交易双方执行双边交易合约的规范性。最后,以海水淡化厂参与双边交易为例,通过所提方法与传统双边交易结算结果的对比,验证了双边交易动态结算方法的有效性。In the electricity auxiliary service market of Northeast China,guiding interruptible load users to participate in bilateral transactions is an effective measure to alleviate the difficulties in peak shaving for the power grid and improve the level of wind power accommodation.In response to the problem of blindly signing transaction prices and signing inflated electricity,a dynamic settlement method for bilateral transactions with volume-based pricing is proposed.Firstly,considering the assessment risk of wind power enterprises,the bilateral transaction mechanism of the electricity auxiliary service market is modeled.Then,a Shapley-value profit distribution model is established.The contributions of both sides of the transaction are evaluated according to the wind power accommodation situation,and the primary compensation price of bilateral transactions is calculated.On this basis,a deviation assessment is conducted for the operation conditions of both sides of the transaction to constrain the normality of the execution of bilateral transaction contracts by both sides of the transaction.Finally,taking the participation of seawater desalination plants in bilateral transactions as an example,the effectiveness of the dynamic settlement method of bilateral transactions is verified by comparing the settlement results between the proposed method and traditional bilateral transactions.
