“双碳”目标下的城市更新行动探索

摘　　要：实现碳达峰、碳中和,是党中央统筹国内、国际两个大局作出的重大战略决策。实施城市更新行动是党中央对进一步促进城市高质量发展作出的重要决策部署。在“双碳”目标的导向下,城市更新行动成为推动其实施的重要抓手。但目前城市更新和“双碳”战略在贯彻过程中存在一定程度的脱节。从“战略与背景、需求与趋势、范式与路径、方法与行动”四个角度构建起研究的逻辑关系。研究提出中国式现代化的城市更新行动新范式可以从顶层设计、广泛实践、适时总结、创新攻关和多元参与等方面探索。研究认为基于“双碳”目标的绿色低碳城市更新实施路径体系可以设想由目标体系、技术体系、标准体系和政策体系来构成,具体城市更新行动可以从生态安全格局优化、城市生态修复、城市基础设施保障、完整社区建设、老旧小区改造、历史文化传承、城市智慧运营、社会综合治理等八个方面进行实施谋划。研究揭示了“双碳”战略和城市更新行动具有内在关联,力图为“双碳”战略和城市转型发展提供理论支撑。Achieving carbon peak and carbon neutrality is a major strategic decision made by the Party Central Committee of China to coordinate the domestic and international situations.Implementing urban renewal actions is an important decision made by the Party Central Committee to further promote high-quality urban development.Guided by the"dual carbon"target,urban renewal actions is vital to promote their implementation.However,there is a certain degree of disconnection between urban renewal and the implementation of the"dual carbon"strategy.This article constructs a logical relationship for research fromstrategy and background,needs and trends,paradigms and paths to methods and actions.The study proposes that the new paradigm of urban renewal action of Chinese path to modernization can be explored from top-level design,extensive practice,timely summary,innovation and multi participation.The research believes that the implementation path system of green low-carbon urban renewal based on the"dual carbon"target can be conceived to consist of the target system,technology system,standard system and policy system.Specific urban renewal actions will be implemented from eight aspects.They include optimization of ecological security pattern,urban ecological restoration,urban infrastructure guarantee,perfect constructions,reconstruction of old residential areas,historical and cultural inheritance,urban smart operation,and comprehensive social governance.The study reveals the inherent correlation between the"dual carbon"strategy and urban renewal actions,aiming to provide theoretical support for the"dual carbon"strategy and urban transformation and development.Specific urban renewal actions can be from the optimization of ecological security pattern,urban ecological restoration,urban infrastructure protection,perfectconstructions,old residential reconstruction,historical and cultural inheritance,urban smart operation Implement plans from eight aspects,including comprehensive social governance.
