城市绿色交通碳治理效果评估——来自低碳交通运输体系试点政策的经验证据

摘　　要：低碳交通运输体系建设是现代化交通发展和实现双碳目标的重要内容。基于中国城市面板数据验证低碳交通运输体系试点政策碳治理效果。研究发现:低碳交通运输体系试点政策存在环境政策红利,降低了城市人均碳排放,系列检验后依然稳健;试点政策具有空间溢出效应,对属地和邻近城市人均碳排放量均具约束力,直接效应大于间接效应;政策降碳效应在中西部地区、北方地区、小规模城市、高铁未开通城市、交通运输劳动力低投入城市和交通运输规模小的城市更明显。为此,要建立健全低碳交通运输制度体系,推进低碳交通运输体系试点政策扩容,推广应用交通领域节能减排技术,加强市际交通领域碳治理协作。The construction of low-carbon transportation system is an important element of modern transportation development and achieving the dual-carbon goal.Based on the panel data of Chinese cities,we validate the carbon governance effect of the pilot policy of low-carbon transportation system.The study finds that:the low-carbon transportation system pilot policy has environmental policy dividends,reduces per capita carbon emissions,and remains robust after series of tests;the pilot policy has spatial spillover effects,binds per capita carbon emissions in both local and neighboring cities,and the direct effect is greater than the indirect effect;the carbon reduction effect of the policy is more obvious in the central and western regions,the northern regions,the small-scaled cities,the cities with no high-speed railways,the low-input cities and the small-scaled cities of transportation.The carbon reduction effect of the policy is more obvious in central and western regions,northern regions,small-scale cities,cities without high-speed rail,cities with low input of transportation labor,and cities with small transportation scale.In this regard,it is necessary to establish a sound low-carbon transportation system,promote the expansion of low-carbon transportation system pilot policies,promote the application of energy-saving and emission-reduction technologies in the field of transportation,and strengthen the collaboration on carbon governance in the field of inter-municipal transportation.
