摘　　要：以往政策创新的研究大多聚焦于政策发明阶段,多元主体的互动关系以及利益结构如何影响政策执行及可持续发展的问题尚缺乏深入探讨。论文基于“外部环境-基层策略”的分析框架,探讨了一个创新的绿色农业产业项目从理念到实践并得以持续发展的两种机制:产业引领机制和压力应对机制,分析了地方政府如何运用多元策略建构起有利于绿色农业发展的外部环境条件。作为能动者的地方政府积极从宏观制度中选择有利于产业发展的要素,通过体制保障、产业政策、项目包装、品牌打造等一系列引领机制,形塑了产业发展的外部环境。进入产业创新后期,随着外部环境的动态演进,地方政府随之进行适应性调整以化解新兴产业领域的不确定性与多元风险,促使产业发展始终朝着政策预期目标演进,由此建构的压力应对机制是绿色农业产业得以持续落地的关键。Most studies on policy innovation focus on the initial stage of policy invention.This highlights the lack of in-depth discussion on the interaction between multiple subjects and how the interest structure affects policy implementation and sustainable development.Based on the analysis framework of“external environment-basic strategy”,this article discusses the two mechanisms of a green agriculture industry project from concept to practice and sustainable development:industry leading mechanism and stress coping mechanism.It also analyzes how local governments use multiple strategies to construct external environmental conditions conducive to the development of green agriculture.As a relevant actor,a local government select factor conducive to industrial development from the macro system and shape the external environment for industrial development through a series of leading mechanisms such as institutional safeguards,industrial policies,project packaging,and brand building.In the final stage of industrial innovation,with the dynamic evolution of the external environment,a local government will make adaptive adjustments to resolve the uncertainty and diversified risks in emerging industries.Consequently,industrial development will always evolve along the expected policy goals,and the pressure response mechanism constructed is the key to the sustainable implementation of green agricultural industry.
