摘　　要：“良好生态环境是最普惠的民生福祉”是习近平生态文明思想从关系民生福祉高度来看待生态环境问题的核心论断,其的生成具有鲜明的理论、历史、实践相统一的逻辑进路。在理论来源上,其根植于马克思主义的自然观和唯物史观视野、汲取中国优秀传统生态文化、合理借鉴国外环境正义理念,这凸显出该论断理论上的科学性;在历史生成上,其从求温饱、求发展、求美好的不同历史时期的社会主要矛盾中得以逐步确立,这反映出该论断生成的时代性;在实践逻辑上,生态文明建设融入“五位一体”总体布局是其实践基础,坚持以人民为中心是其实践动力,贯彻绿色发展理念、推进绿色发展方式和生活方式是其实践途径,坚持环境正义是其实践伦理底线,实行最严格制度和最严密法治是其实践保障,走人与自然和谐共生的中国式现代化是其实践道路,这深刻彰显了该论断实践上的必然性。"A sound eco-environment is the most inclusive benefit to people's wellbeing"is the core thesis of Xi Jinping thought on eco-civilization from the perspective of people's well-being,and its generation has a distinct logical approach that unifies theory,history and practice.In terms of theoretical sources,it is rooted in the Marxist view of nature and materialistic view of history,draws on China's excellent traditional ecological culture,and reasonably draws on foreign environmental justice concepts,highlighting the scientific nature of the thesis;In terms of historical generation,from the main social contradictions in different historical periods of seeking food and clothing,seeking development and seeking a better life,it is gradually clarified that a sound eco-environment is the most inclusive people's well-being,reflecting the epochality of the thesis;In terms of practical logic,the incorporation of eco-environmental progress as part of the Five-sphere Integrated Plan is the basis for practice generation,adhering to the people-centered development philosophy is the driving force for practice generation,pursuing the vision of green development,promoting green development methods and lifestyles is the way of practice generation,adhering to environmental justice is the ethical bottom line of practice generation,implementing the best institutional arrangements and the strictest rule of law is the guarantee of practice generation,and the Chinese-style modernization of harmony between humanity and nature is the path of practice generation,which profoundly demonstrates the inevitability of the theory in practice.
