摘　　要：[目的/意义]公共数据运营日益成为推进数据要素化改革的工作重点之一,如何构建科学合理的制度体系至关重要。[研究设计/方法]梳理了公共数据运营工作中面临的五个关键环节的问题,以“还数于民”为指导思想,综合开发者、使用者、协同者、贡献者、监管者的各方视角进行了分析研究。[结论/发现]提出了统分结合的数据授权模式、持续滚动的数据源活化机制、跨层级跨地域的数据统筹机制、综合调控的数据收益分配机制、协同治理的数据运营监管机制。[创新/价值]提出的制度设计思路对于完善公共数据运营的制度体系具有积极的参考作用。[Purpose/Significance]Public data operation has increasingly become one of the key focuses of promoting the reform of data elements,and it is crucial to build a scientific and reasonable institutional system.[Design/Methodology]This article summarizes the five key issues faced in public data operation work,using the guiding ideology of"returning data to people"and analyzing and researching from the perspectives of developers,applications,collaborators,contributors,and regulators.[Findings/Conclusion]This paper proposes a data authorization model combining unified and decentralized management,a continuous rolling data source activation mechanism,a cross-level and cross-regional data coordination mechanism,a data revenue distribution mechanism of comprehensive regulation,and a data operation supervision mechanism of collaborative governance.[Originality/Value]The institutional design ideas proposed in this article play an important role in improving the institutional system of public data operation.
