山西吕梁现代特色农业体系的现状及发展对策研究

摘　　要：构建现代特色农业体系是推动现代农业发展,实现农业现代化的重要举措。近些年,山西吕梁现代特色农业体系发展已现雏形;现代特色农业产业主体功能区基本建立,现代特色农业生产提质增效显现效果,现代特色农业龙头企业辐射带动功能初步显现。但实践中,其仍存在一产大而弱、二三产滞后、三次产业融合度不高,农业产前、产中、产后生产要素供不应求,新型农业经营主体引导带动农户发展效果不佳等问题。为此,要采取健全现代特色农业产业体系、因地制宜建立现代特色农业生产体系、完善现代特色农业经营体系等举措,大力推进吕梁特色农业现代化建设,实现传统特色农业向现代特色农业的转变,进而助力山西乡村振兴。Building a modern characteristic agricultural system is a crucial step in promoting the development of modern agriculture and achieving agricultural modernization.In recent years,the development of the modern characteristic agricultural system in Lyuliang,Shanxi has taken shape:the main functional zones for modern characteristic agricultural industries have been established;improvements in the quality and efficiency of modern characteristic agricultural production have become evident;the initial effects of leading modern characteristic agricultural enterprises radiating and driving development have emerged.However,in practice,there are still challenges,including a dominant yet weak primary industry,lagging secondary and tertiary industries,low integration among the primary,secondary,and tertiary industries,a shortage of production factors in agriculture's pre-production,production,and post-production stages,and sub-optimal results in guiding and stimulating farmers'development by new agricultural management entities.To address these challenges,measures should be taken to strengthen the industrial system for modern characteristic agriculture,establish modern characteristic agricultural production systems adapted to local conditions,and improve the modern characteristic agricultural management system.These efforts will vigorously advance the modernization of characteristic agriculture in Lyuliang,facilitating the transformation from traditional characteristic agriculture to modern characteristic agriculture and contributing to the rural revitalization of Shanxi.
