摘  要:针对导弹发射控制号手专业能力评估指标既有定量又有定性指标,存在着不确定性和模糊性,提出了D-AHP赋权(D数理论改进的层次分析法)和模糊综合评判法对控制号手专业能力进行考评。首先借鉴企业绩效管理体系,分析控制号手的训练大纲,建立了能力KPI考评指标体系;在存在不确定性信息情形下,采用了D-AHP确定出各指标的权值重要程度;为了进行量化评估,利用模糊综合评判法对3位号手的能力评估指标进行统一量化,最终实现了号手的专业能力考评定量计算。通过实例验证,所提方法能够对导弹发射控制号手专业能力进行有效评估,为其他号手考评提供了思路。To deal with the uncertainty and fuzziness of the evaluation indexes of professional ability of missile launch control trumpeters,this paper puts forward the Analytic Hierarchy Process improved by D-number theory(D-AHP)and fuzzy comprehensive evaluation method to evaluate professional ability of missile launch control bugler.First of all,drawing lessons from the enterprise performance management system,this paper analyzed the training program of the control trumpeter,and established the ability KPI evaluation index system;In the case of uncertain in-formation,the D-AHP was used to determine the importance degree of each index weight.In order to carry on the quantitative evaluation,the fuzzy comprehensive evaluation method was used to carry on the unified quantification to the ability evaluation index of three trumpeters,and finally realized the quantitative calculation of professional ability evaluation of trumpeters.Through the example,the method proposed in this paper can effectively evaluate the profes-sional ability of missile launch control trumpeters,and provide a way for other trumpeters to evaluate.
