摘　　要：伴随着社会主要矛盾的转变,探索破解农业农村发展不平衡、不充分的农村金融路径,进一步剖析经济薄弱地区金融支持乡村振兴战略深入实施的巨大潜力和满足多样化的农村金融需求是我国巩固脱贫攻坚成果、实现返贫方式从“输血救济”型向“造血开发”型有效转变和激发乡村振兴内生动力的关键环节之一。基于此,围绕农村金融有效防止经济薄弱地区返贫的现状分析,以贵州省防止返贫的实践举措为例,进一步对经济薄弱地区农村金融有效防治返贫的困境等方面展开理论分析和对策探讨。研究认为,农村金融有效防止经济薄弱地区返贫的可行路径具体包括:加大商业保险宣传力度,增强农村家庭的灾前保险意识;综合运用多种货币政策工具,引导资金流向农村重点产业;加强产教融合政策,提高精准帮扶脱贫农民就业率,实现产教融合协同防返贫。With the transformation of the main social contradictions,exploring ways to solve the unbalanced and inadequate rural financial development in agriculture and rural areas,further analyzing the great potential of financial support in economically weak areas for the in-depth implementation of the rural revitalization strategy,and meeting the diversified rural financial needs are the achievements of China’s efforts to overcome poverty.It is one of the key links to realize the effective transformation of the way of returning to poverty from“blood transfusion relief”to“hematopoiesis development”and to stimulate the endogenous power of Rural Revitalization.Based on this,focusing on the analysis of the current situation of rural finance effectively preventing poverty in economically weak areas,and taking the practical measures of Guizhou Province to prevent poverty as an example,further theoretical analysis and countermeasures are carried out on the difficulties of rural finance effectively preventing poverty in economically weak areas.According to the research,the feasible ways for rural finance to effectively prevent the economically weak areas from returning to poverty include:increasing the publicity of commercial insurance and enhancing the pre disaster insurance awareness of rural families;comprehensive use of various monetary policy tools to guide the flow of funds to key rural industries;we will strengthen the policy of integration of industry and education,improve the employment rate of farmers who are targeted to help them get rid of poverty,and achieve integration of industry and education to prevent poverty.
