企业拆除活动污染防治管理改进措施探讨

摘　　要：本文探讨了企业拆除活动中污染防治存在的问题,提出了如下改进管理建议:加强主体责任宣传;明确拆除施工单位的资质和能力,建立开工审批制度;强化和落实安全及健康保护措施;土壤污染状况调查单位同步介入;谨慎拆除地下和半地下设备、构筑物;建立有效监管机制等,以期为完善土壤污染防治管理体系提供参考。This paper discusses the problems of pollution prevention and control in the enterprise demolition activities,put forward the following suggestions to improve management:strengthening publicity on the subject responsibility;clarify the qualifi cation and capacity of demolition construction units;establish an approval system for commencement of construction;strengthen and implement the safety and health protection measures;soil pollution investigation units involved simultaneously;carefully remove the underground and semi-underground equipment and structures;establish an effective supervision mechanism,provides reference for improving soil pollution control management system.
