国际金融机构支持可持续蓝色经济经验启示研究

摘　　要：金融是支持可持续蓝色经济健康发展的重要力量,通过研究金融支持可持续蓝色经济的科学内涵,认为金融为海洋产业向可持续发展转变提供了高质量金融产品和服务,也为推进海洋生态保护修复、构建蓝色生态屏障提供了有效支撑。通过分析国际金融机构在支持可持续蓝色经济方面采取的一系列创新举措,包括亚洲开发银行制定行动计划并探索发行蓝色债券、世界银行成立全球健康海洋基金的经验启示等,提出引导我国金融机构投入可持续蓝色经济的对策,建议进一步明确相关规则和指引,探索推动国内外金融机构合作。Finance is an important force to support the healthy development of sustainable blue economy.This paper studies the scientific connotation of financial support for sustainable blue economy,and holds that finance provides high-quality financial products and services for the transformation of marine industry to sustainable development,and also provides effective support for promoting marine ecological protection and restoration and building a blue ecological barrier.By analyzing a series of innovative measures taken by international financial institutions to support the sustainable blue economy,including the Asian Development Bank's action plan and exploration of issuing blue bonds,and the World Bank's experience in setting up the global healthy ocean fund,this paper puts forward some countermeasures to guide China's financial institutions to invest in the sustainable blue economy,and suggests further clarifying relevant rules and guidelines,and exploring ways to promote cooperation between domestic and foreign financial institutions.
