摘　　要：新时代,积分制管理在乡村治理领域的应用对治理效能的提升具有重要意义。基于“主体—资源—手段”的分析视角,构建“积分+多元化主体”“积分+差异化资本”“积分+多样化激励”的理论框架,以天津市S村积分制为具体案例,分析新时代积分制推进乡村治理效能提升的实践机制,形成基于多元主体的协同治理机制、基于治理资源的运行保障机制、基于面子竞争的激励约束机制,提出从重塑主体结构、拓宽资源渠道、更新治理理念等入手进一步增强积分制对乡村治理效能提升的积极作用。In the new era,the application of points-based management in the field of rural governance is of great significance to the improvement of governance efficiency.Based on the analytical perspective o“f subject-resource-means”,the theoretical framework o“f points+diversified subjects”“points+differentiated capital”and“points+diversified incentives”was constructed,taking the point system in T city S village as a specific case,the practical mechanism of the point system to promote the improvement of rural governance efficiency in the new era was analyzed,and a collaborative governance mechanism based on multiple subjects,an operation guarantee mechanism based on governance resources,and an incentive and constraint mechanism based on face competition were constructed.Updating governance concepts and other aspects to further enhance the positive effect of the points system on the improvement of rural governance efficiency.
