基层矛盾纠纷化解中的行政拖延:形成机理与矫正对策

摘　　要：基层矛盾纠纷化解中的行政拖延是基层政府在矛盾纠纷化解过程中行动迟缓、敷衍塞责、推诿扯皮,错过了矛盾化解的最佳时机,最终使群众利益受损的一种行为。运用组织行为学理论,从组织拖延产生的“心理—制度”分析框架可知,基层行政拖延受认知、能力、体制、资源、责任等五因素的影响。一方面,任一因素都会直接影响基层政府的行政行为,催生行政拖延现象;另一方面,基层行政拖延又是各个因素相互耦合、共同运作的结果。矫正基层行政拖延的重要策略包括基层政府组织文化建设、治理能力提升、纠纷化解制度优化、组织资源拓展以及监督、问责机制的完善。The administrative procrastination of the grass-roots government in the resolution of contradictions and disputes is a kind of behavior that in the process of resolving social conflicts,the grass-roots government's ac-tion is slow,perfunctory and buck passing,and missing the best time to solve the contradiction,which ultimately damages the interests of the masses.Using the theory of organizational behavior,it can be seen from the"psycho-logicalsystem"analysis framework generated by organizational procrastination that grassroots administrative pro-crastination is affected by five factors:cognition,capacity,regime,resources and responsibility.On the one hand,any factor will act on the grassroots government,promoting administrative procrastination;On the other hand,grassroots administrative procrastination is the result of the coupling and joint operation of various factors.In this re-gard,measures such as the construction of grassroots government organizational culture,the improvement of gover-nance capabilities,the optimization of dispute resolution systems,the expansion of organizational resources,and the improvement of supervision and accountability mechanisms are important strategies to correct grassroots admin-istrative procrastination.
