摘　　要：打造科技集群是新时期提升区域经济高质量发展水平的关键。本文提出科技集群核心要素、创新主体要素和创新环境要素是科技集群的3个重要组成部分,通过构建陕西经济高质量发展的指标体系和测度方法,分析陕西科技集群赋能经济高质量发展的推动作用及存在的问题。研究发现,陕西经济高质量发展指数近年来呈高速增长的趋势,创新要素对高质量发展具有重要的推动作用,而陕西省仍未形成良性循环的科技创新中心。因此,本文提出了加大科技创新投入力度,建立健全人才引进激励制度;构建“以大型企业为龙头,中小型企业为主体”的产业集群;提升“产学研”创新空间的深入融合;推进以县域经济为主体的高质量发展等赋能陕西经济高质量发展的实现路径,以供参考。Creating science and technology clusters is the key to improving the level of high-quality development of the regional economy in the new era.This paper proposes that the core elements of the science and technology clusters,the innovation main body and the innovation environment are the three important components of the science and technology clusters,and analyses the driving role of Shaanxi’s science and technology clusters in boosting the high-quality development of the economy and the existing problems by constructing the index system and measuring method of highquality development of Shaanxi’s economy.It is found that the index of high-quality development of Shaanxi’s economy has shown a trend of high-speed growth in recent years,and innovation factors have an important role in promoting highquality development,while Shaanxi Province has still not formed a virtuous circle of science and technology innovation centers.Therefore,it is proposed to increase the investment in science and technology innovation,establish a sound system for talent introduction and incentives;build industrial clusters with large enterprises as the leaders and small and mediumsized enterprises as the main bodies;enhance the in-depth integration of enterprises,higher education institutions and academic institutes;promote the high-quality development of science and technology clusters,etc.,to boost the highquality development of Shaanxi’s economy empowered by science and technology clusters.
