摘　　要：从《共产主义者同盟章程》之规定到俄共(布)强调严格的工作报告制度,党内请示报告制度萌发于中国共产党成立之初,确立于新民主主义革命胜利前夕的解放战争时期,逐步完善于新中国成立后的社会主义革命、建设和改革开放新时期。而今迈入新时代,党内请示报告制度呈现出深刻的历史发展逻辑。总结建党百年以来党内请示报告制度建设的基本经验,可以概括为党内民主与集中相统一、党员权利与义务相统一、中央统一领导与地方自主性相统一、党中央权威与集中统一领导相统一。将之运用于党内法规制度建设以及党的领导和建设等方面,具有重要的理论价值和现实意义。From the provisions of the Charter of the Communist League to the emphasis on strict work reporting systems in the Russian Communist Party(Bolsheviks),its origins can be traced back to the early establishment of the Communist Party of China,with its formal establishment occurring during the period of the Liberation War before the victory of the New Democratic Revolution.Over time,it has been continuously improved and refined during the periods of socialist revolution,construction,and the era of reform and opening up after the founding of the People's Republic of China.As we now enter a new era of development,the evolution of the internal request and reporting system exhibits a profound historical logic.Summarizing the fundamental experiences of constructing the internal request and reporting system since the founding of the Communist Party of China for the past century,there are four main aspects:the unity of intra-party democracy and centralization,the unity of rights and obligations of party members,the unity of centralized leadership by the central government and local autonomy,and the unity of the authority and centralized leadership of the Party Central Committee.Applying these experiences to the construction of the Party's legal system and its leadership and development holds significant theoretical value and practical significance.
