摘 要:已有建设用地审批系统缺乏对各级部门联动效应的考虑,文章在“放管服”政策的行政职权改革背景下,以广东省为例,设计省、市、县三级联动的建设用地审批(审核)职权委托/授权后的系统,利用信息化的技术建立流程统一、数据统一、规则统一的系统运行模式,完成对土地审批业务统一监管,实现了全省统一的技术运维服务,进而推进了信息化建设在建设用地审批业务中的深入应用,提升了业务审批效率。The existing construction land approval system lacks consideration of the linkage effect of all levels of departments.Under the background of the administrative power reform of the policy of"delegating control and service",this paper takes Guangdong Province as an example to design a system after being entrusted or authorized with the power of construction land approval(review)at the provincial,municipal and county levels.It uses information technology to establish a system operation model with unified process,unified data and unified rules,complete unified supervision of land approval business,achieve unified technical operation and maintenance services in the province,and further promote the in-depth application of information construction in the construction land approval business,and improve the efficiency of business approval.
