摘　　要：构建省级行政区尺度的发展软环境评价指标体系,从政策状况、法规状况、服务状况、管理状况、人员素质状况5个维度出发,对2012—2021年我国31个省(自治区、直辖市)发展软环境水平进行测度,结合Dagum基尼系数结果对区域差异进行分析,并从经济发展维度探究我国发展软环境经济驱动因素。研究表明:(1)我国发展软环境建设水平呈现整体上升态势,空间上总体格局与经济发展格局相似,呈现东高西低的分布格局。(2)基于空间差异系数,四大地区之间,东北与西部地区两者发展软环境水平差异性最强,西部地区内部差异较其他地区最为明显,整体上各区域间及区域内差异在发展过程中不断缩小。(3)经济发展下经济增长、经济稳定、经济结构和质量效益4个维度因素均对我国发展软环境建设起负向作用。From the five dimensions of policy,regulatory,service,management and personnel quality,this paper constructs an evaluation index system of the soft environment development at the provincial level.It measures the level of the soft environment development in 31 provincial-level regions of China from 2012 to 2021,analyze its regional difference by the means of the Dagum Gini coefficient,and explores its driving factors from the perspective of economic development.Research shows that:1) The level of soft environment development has an overall upward trend in China,and its spatial pattern is similar to the economic development pattern,which means that the high scores are mostly in the eastern region and low in the western region.2) According to the spatial difference coefficient,it has the biggest difference between the northeastern region and the western region in the four major regions,and the internal difference of the western region is the most obvious compared to other regions.Overall,the differences between and within each region continue to be decreased during the development process.3) Economic growth,economic stability,economic structure and quality which belong to the dimension of economic development all have a negative impact on the of soft environment development.
