摘　　要：选取2012—2021年31个省份相关数据,从初次分配、再分配和三次分配,发展性、共享性和可持续性分别构建省域共同富裕政策强度和共同富裕水平量化评价体系,并通过ArcGIS刻画两者的时空分布特征,运用空间计量模型探究省域共同富裕政策对共同富裕水平的空间溢出效应及其影响因素,进而为破除区域协调发展壁垒、实现整体共同富裕提供理论依据。结果表明:(1)在空间格局上,省域共同富裕政策强度表现为东南高西北低的分布特征,共同富裕水平存在显著空间关联性。(2)随时间推移,省域间共同富裕政策强度差距不断缩小,共同富裕水平“高—高”集聚地区不断扩大,“低—低”集聚地区不断缩减。(3)当地共同富裕政策通过府际政策学习和涓滴效应产生空间溢出影响区域共同富裕水平。(4)地理区位、制度阶段、经济效率和资源错配4种因素对共同富裕政策的空间效应产生显著影响。基于研究结论,文章提出针对性意见以期对构建区域政策协调发展机制助力共同富裕提供参考。Based on the relevant data of 31 provincial-level regions in China from 2012 to 2021,this study constructs a provincial-level evaluation system to quantitatively measure the intensity of common prosperity policy and the level of common prosperity.It uses the ArcGIS spatial analysis to analyze their spatiotemporal characteristics,and explores the spatial spillover effect and influencing factors of common prosperity policies on the common prosperity level,which provides the theoretical basis for breaking down the barriers of regional coordinated development and realizing the overall common prosperity.The findings illustrate that:1) The intensity of provincial-level common prosperity policy demonstrates the uneven distribution characteristic which is higher in the southeast of China than that in the northwest of China,and it exists a significant spatial correlation in common prosperity level.2) The disparity in the intensity of provincial-level common prosperity policy has been consistently narrowing.The "high-high" agglomeration areas of common prosperity level steadily expand,the "low-low" agglomeration areas continually contract.3) Local common prosperity policies exert spatial spillover effects on the level of regional common prosperity through intergovernmental policy learning and trickle-down mechanisms.4) Geographical location,institutional stage,economic efficiency,and resource mismatch have a pronounced impact on the spatial effects of the common prosperity policy.Based on the conclusions of the study,the article puts forward targeted opinions with a view to providing reference for the construction of regional policy coordination and development mechanisms to help common prosperity.
