摘　　要：全民所有自然资源资产委托代理机制解析、模式提炼及考核评价研究,是健全完善委托代理机制并使之顺畅运行的重要保障。文章围绕“主张所有、行使权利、履行义务、承担责任、落实权益”的指导方针,总结了不同形式下自然资源资产所有权委托代理机制,梳理了国内外典型自然资源资产委托代理模式,探讨了7类委托代理模式的实践应用,构建了包含10个维度和20个单项指标的自然资源资产委托代理评价体系,并提出机制、模式、考核评价方面的展望。Research on the analysis,model summary,examination and evaluation of the proxy mechanism of natural resources assets owned by the whole people is an important guarantee for the sound and smooth operation of the proxy mechanism.Focusing on the guideline of"claiming ownership,exercising rights,fulfilling obligations,assuming responsibilities,and realising rights and interests",the article summarises the proxy mechanism of natural resource asset ownership in various forms,and compiles typical proxy models of natural resources assets at home and abroad.The article discusses the practical application of seven types of delegated agency models,constructs a delegated agency evaluation system of natural resources assets including 10 dimensions and 20 individual indicators,and puts forward the outlook of mechanisms,models,examination and evaluation.
